4th Conference on Global Risks with the participation of the World Economic Forum

The 4th Conference on Global Risks took place on the 3rd of July with the participation of the World Economic Forum, in the main conference room of the Chamber of Commerce. A large audience attended various presentations and discussion panels. Highlights.
1.Philippe Soler (ALRiM) – Preliminary notes
In his introductory speech, Philippe Soler, Vice-President of ALRiM and the conference’s moderator, reminded attendees of ALRiM’s aims when organising this annual event. The strategic horizon of companies has shrunk considerably over the last decade because of accelerated innovation, among other factors. The system for monitoring risks to companies has tended to conform to this short-term horizon, to the detriment of monitoring underlying (and often less visible) phenomena which do not appear to be immediate threats. In organising this conference, ALRiM’s aim is to encourage players in Luxembourg to remain highly alert when it comes to medium-term risks which can emerge unexpectedly after long periods of seeming silence.
2. Carlo Thelen (Chamber of Commerce) – Strategic plan over 20 years
Echoing the need to have a medium and long-term vision, Carlo Thelen, Chief Executive of the Chamber of Commerce, provided a situational analysis of Luxembourg’s development strategy over the next 20 years. The key for the Grand Duchy is to rethink the very concept of classic growth. Renewable energy, mobility, architecture and the smart and circular economy are all cornerstones of this strategy. As for dealing with automation, Mr Thelen emphasized the strategies of the Luxembourg government and the Chamber of Commerce for the continued development of knowledge and skills. Constant training will be the key to committing to a hyper-digital future and to ensuring that Luxembourg remains a global financial hub.
3. Aengus Collins (World Economic Forum) - Presentation of the 12th edition of the risk report
Aengus Collins, Project Manager for Global Risks at the World Economic Forum, commented on the 12th Global Risks Report by the World Economic Forum. This study ranks risks according to two criteria: probability and impact, based on a survey of 745 experts and decision-makers across the globe. Extreme weather events, large-scale, involuntary migration and major natural disasters are ranked as the top 3 risks in terms of probability. Risks linked to weapons of mass destruction, a water shortage and major natural disasters come top in terms of impact. Just as these risks are interconnected and their causes multifactorial, so the responses to them are unavoidably multilateral: they must deal with the wide range of underlying causes of these risks. The report also highlights the disruptive nature of new technology on established economic models and socio-political challenges.
4. John Hermans (KPMG) - Focus on cyber risks
John Hermans, EMEA Leader in Cyber Security at KPMG, emphasised the need to make boards aware of cyber security: “The IT community has failed to translate security implications in business terms.” The confidentiality of data, post-attack, is one of the main obstacles to the implementation of defence strategies at private, national and global levels. Sharing information about this is essential to establishing a situational analysis of the vulnerability of public and private players. Mindsets change slowly, but it’s vital not to give into fear, uncertainty and doubts but rather to adopt a more assertive position instead, analysing threats and ranking risks.
5. Table Ronde sur le Luxembourg
Denise Voss, president of the ALFI, joined Marco Pescarolo, Treasurer of the Ferrero International Group, Aengus Collins and John Hermans to discuss ensuring Luxembourg’s continued role as a global financial hub. National efforts in the areas of ICT and FinTech were highlighted, as was the creation of the Climate Finance Accelerator. The socio-political aspects of the Global Risks Report were also addressed with reference to Luxembourg. Although Brexit may be an opportunity for some, it’s putting pressure on cross-border financial models like those of Luxembourg and Ireland. The panel considered the risks facing the Grand Duchy and underlined the need to develop multi-sectoral strategies in the medium and long-term.

Aengus Collins is a Global Risk Leader at the World Economic Forum. He is the main author of the report on global risk and also publishes reports on global economic research at the World Economic Forum. This report identifies current forces of change which will shape the decade to come. He also covers the changing global risk landscape and raises awareness of the potential risks linked to these global changes.
John Hermans is a partner at KPMG IT Advisory. He is in charge of the strategic growth initiative for cyber security services in Holland, Europe, the Middle East and Africa and is a member of KPMG’s global cyber security management.

Hier a eu lieu la 4ème Conférence sur les Risques Mondiaux avec la participation du World Economic Forum, dans la grande salle de conférence de la Chambre de Commerce. Un public nombreux a assisté aux différentes présentations et panels de discussion qui se sont succédés. Temps forts.
1.Philippe Soler (ALRiM) – Notes préliminaires
Dans son propos introductif, Philippe Soler, Vice-Président d’ALRiM et animateur de la conférence, a rappelé les objectifs poursuivis par ALRiM à travers l’organisation de cet évènement annuel. L’horizon stratégique des entreprises s’est considérablement raccourci au cours de la dernière décennie, du fait, entre autre, de l’accélération du rythme de l’innovation. Le dispositif de suivi des risques des entreprises a eu tendance à s’aligner sur cet horizon de court terme, au détriment du suivi des phénomènes sous-jacents, souvent moins visibles, qui n’apparaissent pas comme des menaces immédiates. L’objectif d’ALRiM, à travers cette conférence, est d’inciter les acteurs de la place de Luxembourg à conserver un haut niveau de vigilance concernant ces risques de moyen terme, qui peuvent se manifester de manière inopinée, après une longue période de gestation silencieuse.
2. Carlo Thelen (Chambre de Commerce) - Plan Stratégique sur 20 ans
En écho à la nécessité de maintenir une vision de moyen/long terme, Carlo Thelen, Directeur Général de la Chambre de Commerce a dressé un état des lieux de la stratégie luxembourgeoise de développement sur 20 ans. Pour le Grand-Duché, le maître mot est de repenser le concept de croissance classique. Les énergies renouvelables, la mobilité, l’architecture, l’économie intelligente et circulaire sont les pierres angulaires de cette stratégie. Afin de faire face à l’automatisation Monsieur Thelen a mis l’accent sur les stratégies du Gouvernement Luxembourgeois et de la Chambre de Commerce pour un développement des connaissances et des aptitudes continues. Une formation constante sera la clé pour s’engager dans un futur hyper-digitalisé et pour maintenir le Luxembourg comme hub financier global.
3. Aengus Collins (World Economic Forum) - Présentation de la 12ème édition du rapport sur le risque
Aengus Collins, Chef de Projet sur les Risques Globaux aux Word Economic Forum a commenté le 12ème « Global Risks Report » du World Economic Forum. Cette étude classe les risques selon deux critères : probabilité et impact, en s’appuyant sur une enquête auprès de 745 experts et décideurs du monde entier. Les évènements climatiques extrêmes, la migration involontaire à grande échelle et les catastrophes naturelles majeures constituent le top 3 des risques selon la probabilité d’occurrence. Les risques liés aux armes de destruction massive, à la crise de l’eau, et aux catastrophes naturelles majeures sont en tête en termes d’impact. Ces risques sont interconnectés, et leurs causes étant multifactorielles, les réponses à y apporter sont nécessairement multilatérales et doivent traiter les diverses causes sous-jacentes à ces risques. Le rapport met également en avant la nature disruptive des nouvelles technologies sur les modèles économiques établis et les challenges socio-politiques.
4. John Hermans (KPMG) - Focus sur les cyber-risques
John Hermans, EMEA Leader Cyber Security à KPMG a souligné le besoin de responsabiliser les conseils d’administration sur la cyber sécurité : « La communauté IT a failli à traduire les implications de sécurité en termes de business ». La non-divulgation des données post-attaque est l’un des obstacles à la mise en place de stratégies de défense au niveau privé, national et global. Le partage d’informations à ce sujet est essentiel pour dresser un état des lieux de la vulnérabilité des acteurs publics et privés. Les mentalités changent doucement, mais il est primordial d’abandonner la notion de peur, d’incertitudes et de doutes au profit d’une posture plus volontariste, d’analyse des menaces et de hiérarchisation des risques.
5. Table Ronde sur le Luxembourg
Denise Voss, présidente de l’ALFI, s’est jointe à Marco Pescarolo, Trésorier de Groupe Ferrero International, Aengus Collins et John Hermans pour échanger sur le maintien du Luxembourg comme HUB Financier Global. Les efforts nationaux en matière d’ICT et de FinTech, ont été mis en avant, tout comme la création du Climate Finance Accelerator. Les aspects socio-politiques du « Global Risks Report » furent également abordés dans le contexte luxembourgeois. Si le Brexit constitue une opportunité pour certains, il crée une pression sur les modèles financiers transfrontaliers tels que le Luxembourg et l’Irlande. Le panel a pris en compte les risques auxquels est exposé le Grand-Duché et a souligné le besoin d’établir des stratégies plurisectorielles à moyen et long terme.

The Director of the Chamber of Commerce of Luxembourg will deliver a speech in which he will feature a prospective view of Luxembourg in 20 years.
2. Presentation of the 12th edition of the World Economic Forum Risk Report
Aengus Collins, Practice Lead for Global Risks at the World Economic Forum, will present the results of this international report. This work features the feedback of 745 experts and decision-makers who identified 30 risks across five categories: economic, environmental, geopolitical, societal and technological.
The Report identifies the transformative forces underway which will shape the coming decade, discusses the changing global risks landscape and raises awareness of the potential risks associated with these global evolutions.
3. Focus on cyber-risks
The recent cyber attacks reinforce the feeling that companies today face an increasing number of cyber threats. John Hermans, partner of KPMG IT Advisory, will deliver a presentation on this topic.
4. Round table focusing on Luxembourg
Denise Voss, Chairman of ALFI, will join Marco Pescarolo Group Treasurer of Ferrero International, in the panel discussion on the theme: “What are the Global Risks which are the most impacting for the Luxembourg Market Place, how to anticipate and mitigate them?”.
